3. Contents of the Anti-doping Pilot Project run by NADA and Dresdner Kleinwort
- The joint NADA/Dresdner Kleinwort anti-doping pilot project extends the out of competition tests for the members of the triathlon team on the basis of the WADA or NADA code in terms of the type, number and scope of the analysis and includes the following components:
- Out-of-competition tests
10 to 12 tests per athlete and per year at training camps, at home or when travelling, out of which 4-6 blood tests which will always be combined with urine tests. So if the blood test result gives cause for concern, a urine test taken at the same time is available and will be tested for EPO. The blood test results will be part of a database thus monitored over the long term. - Pre-Competition-Testing
1 to 2 tests per athlete during the pre-competition period, for any substances taken or methods used during this period will have a direct influence on competition performance. The NADA checks with organisers in Germany whether such tests have already been undertaken. Here, too, combined blood and urine tests are conducted. Additional random samples will be taken after the competition for subsequent insulin testing. - In-competition testing
The NADA will keep all in-competition test results. In the members of the triathlon team are obliged to send copies of any test forms completed at competitions abroad to the NADA. The information thus obtained will be used for the long-term monitoring and evaluation of results. - Analysis
Urine will be tested on a standard basis for anabolic steroids, testosterone, stimulants, narcotics and diuretics,
and, especially for the triathlon team athletes, additionally for EPO. Samples will also be frozen and tested later for insulin (urine) and the growth hormone HGH (blood). The same applies to own blood transfusions (blood
doping).
Records from the database for the administration of blood and urine tests, the monitoring of indirect blood parameters over longer periods will enable NADA to identify unusual results (individual profiling regarding levels of haematocrit, haemoglobin, reticulocytes); urine testing will allow profiling of steroid values. Blood tests can also show whether doping has been carried out through transfusions of blood from third parties. - Zero tolerance and prevention
The extensive testing procedures are part of a strict zero tolerance policy, and the anti-doping policy is referred
to in the contractual regulations. All the team’s actions are influenced by it and the focus on anti-doping will be
communicated to the athletes and their personal environment continuously. Preventive measures will also be taken with the help of NADA. - Sanctions
Team members who contravene the anti-doping rules (not only by testing positive, but also if they are caught in possession of forbidden substances, or if they attempt to cheat during a test or refuse to undergo a test, or if they miss a test) will be subject to penalties under the relevant sports regulations (e.g. two-year ban for a first offence) and there will also be contractual penalties. - Higher number of out-of-competition tests: 10 to 12 per athlete and per year rather than the sport’s usual 6 (top athletes)
- Extra pre-competition tests (1 to 2 tests) during the period just before the competition
- Collection of all competition test results carried out on the athletes (including those carried out abroad) by the
NADA - Blood tests always carried out combined with urine tests
- Freezing of samples for subsequent testing for insulin (urine) and growth hormones (blood) as well as for blood
doping - Records in database for each athlete to use when conducting blood and urine tests and to monitor indirect blood parameters over a longer period.
4. Overview of the Anti-doping Pilot Project
With all these steps the anti-doping pilot project represents, according to current knowledge, the best possible system and a tightly drawn testing net. Moreover, the program will be evaluated every year – and if necessary more often – so that new knowledge will be included into the programme and the test procedures will be adapted accordingly.
